ABD merkezli düşünce kuruluşu RAND Corporation’ın 2020 yılında yayımladığı Türkiye raporu, Türk siyasetindeki güncel gelişmelerle birlikte yeniden gündeme geldi.
“Turkey’s Nationalist Course: Implications for the U.S.-Turkish Strategic Partnership and the U.S. Army” başlıklı kapsamlı çalışmada Türkiye’nin iç siyaseti, güvenlik politikaları, ABD-Türkiye ilişkileri ve ülkenin geleceğine ilişkin farklı senaryolar değerlendiriliyor.
Raporda 2019 yerel seçimlerinin sonuçlarına özel önem veriliyor. CHP’nin Türkiye’nin büyük kentlerindeki başarısı ve özellikle Ekrem İmamoğlu’nun İstanbul seçimlerindeki zaferi, Cumhurbaşkanı Recep Tayyip Erdoğan ve AK Parti’nin seçimlerde “yenilmez olmadığının” göstergelerinden biri olarak değerlendiriliyor.
RAND ayrıca İmamoğlu’nun siyasi yaklaşımına ve İstanbul’daki seçim başarısına dikkat çekerek, onu dönemin ulusal siyaseti açısından önemli bir potansiyel rakip olarak ele alıyor.
Ancak kamuoyunda zaman zaman dile getirilen “RAND, 2020 yılında İmamoğlu’nun CHP Genel Başkanı olacağını ve ardından Türkiye Cumhurbaşkanı seçileceğini yazdı” şeklindeki iddia, raporun orijinal metniyle doğrulanmıyor.
Raporda İmamoğlu’nun gelecekte kesin olarak CHP Genel Başkanı veya Cumhurbaşkanı olacağı yönünde bir öngörü bulunmuyor. RAND’ın Türkiye için ele aldığı gelecek senaryoları da kesin tahminler değil; farklı siyasi ve jeopolitik gelişmelerin muhtemel sonuçlarını değerlendirmek amacıyla hazırlanmış analitik çalışmalar niteliğinde.
Sonuç olarak, 2020 tarihli RAND raporunun dikkat çekici yanı, İmamoğlu’nun gelecekte hangi makama geleceğini önceden ilan etmiş olması değil; 2019 seçimlerinin hemen ardından onu Türkiye siyasetinde yükselen ve ulusal ölçekte önem kazanabilecek bir siyasi aktör olarak değerlendirmiş olmasıdır.

The comprehensive study, titled “Turkey’s Nationalist Course: Implications for the U.S.-Turkish Strategic Partnership and the U.S. Army,” examines Turkey’s domestic politics, security policies, U.S.-Turkey relations and several possible scenarios concerning the country’s future.
The report gives particular attention to the results of Turkey’s 2019 local elections. The opposition CHP’s success in major cities—and especially Ekrem İmamoğlu’s victory in Istanbul—is presented as evidence that President Recep Tayyip Erdoğan and the AK Party were not electorally “invincible.”
RAND also highlights İmamoğlu’s political approach and electoral success in Istanbul, treating him as an emerging political figure with potential significance at the national level.
However, a claim occasionally circulated in public debate—that RAND predicted in 2020 that İmamoğlu would become chairman of the CHP and subsequently President of Turkey—is not supported by the original text of the report.
The report does not state that İmamoğlu would definitely become CHP chairman or President. RAND’s broader scenarios concerning Turkey’s future should likewise be understood as analytical possibilities rather than definitive predictions.

Rather, it is notable because shortly after the 2019 elections, RAND identified him as a rising political figure who could gain greater importance in Turkey’s national political landscape.
