15 Temmuz 2016 gecesi yaşanan darbe girişimi, Türkiye Cumhuriyeti’nin yakın tarihinde demokrasi, milli irade ve anayasal düzen açısından en önemli dönüm noktalarından biri olarak hafızalardaki yerini korumaktadır. Devletin anayasal düzenini ve millet iradesini hedef alan bu girişim; vatandaşların, güvenlik güçlerinin ve devlet kurumlarının ortak mücadelesiyle engellenmiş, Türkiye demokratik hukuk devletini koruma konusunda önemli bir sınav vermiştir.
15 Temmuz, yalnızca bir güvenlik meselesi değil; aynı zamanda demokrasi, milli egemenlik, hukuk devleti ve anayasal düzenin korunması bakımından da önemli dersler barındıran tarihî bir olaydır. Bu süreç, devlet kurumlarının güçlü, şeffaf, hesap verebilir ve hukuka bağlı bir yapıya sahip olmasının; hukukun üstünlüğü ilkesinin tavizsiz uygulanmasının ve demokratik kurumların sürekli güçlendirilmesinin önemini bir kez daha göstermiştir.
Demokratik hukuk devletlerinde egemenliğin yegâne sahibi millettir. Anayasal düzenin korunması, seçimle oluşan meşru kurumlara saygı gösterilmesi ve hukukun üstünlüğüne bağlı kalınması; güçlü devlet anlayışının vazgeçilmez unsurlarıdır. Temel hak ve özgürlüklerin güvence altına alındığı, bağımsız ve tarafsız yargının etkin şekilde işlediği, farklı düşüncelerin özgürce ifade edilebildiği bir hukuk düzeni; toplumsal barışın, ekonomik kalkınmanın ve uluslararası güvenin de temelini oluşturur.
Aradan geçen yıllar, Türkiye’nin yalnızca güvenlik alanında değil; ekonomi, teknoloji, savunma sanayii, kamu yönetimi ve kurumsal kapasite bakımından da daha dirençli ve sürdürülebilir bir yapıya sahip olmasının önemini ortaya koymuştur. Güçlü kurumlar, nitelikli insan kaynağı, şeffaf yönetim anlayışı ve hukukun üstünlüğü; ülkemizin geleceğe güvenle ilerlemesinin temel şartları arasında yer almaktadır.
15 Temmuz’da hayatını kaybeden aziz şehitlerimizi rahmet, minnet ve saygıyla anıyor; kahraman gazilerimize şükranlarımızı sunuyoruz. Yaşanan acıların bir daha tekrarlanmaması, demokrasimizin güçlenmesi, milli iradenin korunması ve hukuk devletinin daha da sağlam temeller üzerinde yükselmesi, ortak sorumluluğumuzdur.
Demokrasi yalnızca sandıkta değil; hukukun üstünlüğü, güçlü kurumlar, milli birlik, toplumsal dayanışma ve ortak sorumluluk bilinciyle yaşatılır. Türkiye Cumhuriyeti’nin en büyük gücü; milli iradesine sahip çıkan milleti, güçlü devlet geleneği ve demokratik hukuk devleti anlayışıdır.
July 15: A Reflection on Democracy, the National Will, and the Rule of Law

The attempted coup on July 15, 2016, remains one of the most significant turning points in the recent history of the Republic of Türkiye in terms of democracy, the national will, and the constitutional order. This attempt, which targeted the constitutional order and the sovereign will of the Turkish people, was prevented through the collective efforts of citizens, security forces, and state institutions, representing a defining test in safeguarding Türkiye’s democratic state governed by the rule of law.
July 15 is not only a matter of national security but also a historic event that offers profound lessons regarding democracy, national sovereignty, the rule of law, and the protection of the constitutional order. It reaffirmed the importance of maintaining state institutions that are strong, transparent, accountable, and fully committed to the rule of law, while continuously strengthening democratic institutions and constitutional governance.
In democratic states governed by the rule of law, the nation is the sole source of sovereignty. Protecting the constitutional order, respecting democratically elected legitimate institutions, and upholding the rule of law are indispensable pillars of a strong state. A legal system that safeguards fundamental rights and freedoms, ensures an independent and impartial judiciary, and allows the free expression of diverse opinions forms the foundation of social peace, sustainable economic development, and international confidence.
The years since July 15 have demonstrated the importance of building a more resilient and sustainable Türkiye—not only in the field of national security but also in the economy, technology, the defense industry, public administration, and institutional capacity. Strong institutions, a highly qualified workforce, transparent governance, and unwavering respect for the rule of law remain essential prerequisites for the nation’s progress and future prosperity.
On this occasion, we honor with respect, gratitude, and mercy the memory of the martyrs who lost their lives on July 15, and we extend our deepest appreciation to the veterans whose courage and sacrifice helped defend the Republic. Ensuring that such painful events never recur, strengthening our democracy, safeguarding the national will, and further consolidating the rule of law remain shared responsibilities for all.
Democracy is sustained not only through the ballot box, but also through the rule of law, strong institutions, national unity, social solidarity, and a shared sense of responsibility. The Republic of Türkiye’s greatest strength lies in its people, who stand firmly behind their national will, its enduring state tradition, and its commitment to the principles of a democratic state governed by the rule of law.
